The African participation came in consideration only in final phase of implementation. The preparation of development programs and projects, conditions’ set of implementation were in full ownership of Western powers without vigorous participation of African representatives. Thereby the responsibility of African leaders for development policy (and not only for this policy) was significantly erosive. In this regard NEPAD initiative represents a considerably breakthrough in resolution of development challenges in Sub-Saharan region, based on an idea of partnership between African and Western representatives.
