This implies in the very process of innovation to understand the needs of consumers and of innovation to meet these needs. The objective of the paper is the evaluation of the citizens' demand for ITC innovation of local public services using the concept of measuring consumer innovativeness. The study uses the quantitative approach. The Goldsmith Hofacker scale of measurement of citizens' innovativeness in the consumption of innovative local public services is used. This concept has until the present time not been applied on public services.
