During the bipolar Cold War conflict they were supposed to work as a decisive means not only to maintain the homeland security and protect national interests at home and abroad, but also to provide security for the allied countries. The year 1947 is undoubtedly one of those which fully determined the further development and oncoming events within the beginning of the Cold war. The article is particularly focused on the analysis of this year´s the international scene and and its impacting on the political decision - making process within the Truman administration in the USA. Its attention is through the analytical and comparative study to brought to light issues such as behaviour of the main actors of that time, their mutual interraction within geopolitical struggle, the formation military pacts, as well as theoretical sources, its strategic goals, prospects, possibilities. Thus to reveal disparities between given tasks, limits and real needs to lessen Soviet military threats and intentions, and thus to point to the main reasons why the US policy of containment started to be topical and eventually implented via the Truman policy and its international military strategy.
