The paper valuates economic effectiveness of environmental charges highlighting the impact of administrative burdens and contribution to environmental efficiency. The assessment of environmental efficiency indicates that charges do not meet their objectives as they have little impact on behavior of firms. Analysis also shows that air pollution charges are in comparison with other taxes and charges less effective.
